Voting Information

ELIGIBILTY

To be eligible to register to vote in Grundy County, you must:

  1. Be a U.S. citizen
  2. Be 18 years of age by the date of next election
  3. Reside in the precinct 30 days prior to the next election
  4. Show two (2) forms of valid identification

One form of identification must show your name and current address. The second form must show your name. These forms of valid identification shall include, but not be limited to:

Driver's License
Birth Certificate
Student ID Card
Insurance Card
Checkbook
State ID Card
Social Security Card
Employee ID Card
Credit Card
Utility Bill
Telephone Book

Under election law, voter registration closes 28 days before an election and opens again two days after the election. This allows time for the voter files to be prepared for the election.

You must be registered by January 27, 2009 in order to participate in the Consolidated Primary on February 24, 2009.

You must be registered by March 10, 2009 in order to participate in the Consolidated Election on April 7, 2009.

Will I be able to vote if I moved and don't change my address?

If you move within 28 days of an election in the same precinct, you can vote a full ballot at your same polling place after signing an affidavit.

If you move more than 30 days before the election within the county, under the National Voter Registration Act you can vote during federal elections in your old precinct for Federal offices only, after completing a fail safe affidavit. You cannot vote in an odd numbered year election.

If you move more than 30 days before the election out of your county, you cannot vote.

Name Change

If you change your name, you must re-register to vote.

If a woman who continues to use her maiden name after marriage (and did not move) may vote without having to complete an affidavit IF she is registered to vote under her maiden name.

If you changed your name within 28 days before an election, did not re-register to vote and still reside in the same place and are otherwise qualified, you may vote after completing a Voter Affidavit at your polling place.

ABSENTEE VOTING

THERE ARE TWO ELECTIONS IN 2009 –
Consolidated Primary: February 24, 2009
Consolidated Election: April 7, 2009

WHEN MAY I VOTE BY ABSENTEE BALLOT?
The first day Illinois Election law allows the County Clerk to mail an absentee application and ballot is 40 days before the election.  The deadline for the County Clerk to complete the tabulation of absentee ballots that are (1) postmarked by the midnight preceding the opening of the polls on Election Day, and (2) received after the polls on Election Day but not later that 14 days after the election.  (10 ILCS 5/19-8)

ABSENTEE VOTING BY MAIL
To Vote by absentee ballot in Grundy County, Illinois, a person must be a registered voter and unable to vote at the polls on election day for one of the following reasons:

  • Persons expecting to be absent from Grundy County on Election Day (this includes persons who commute outside of Grundy County to/from work)
  • College or university students temporarily residing away from their home precincts
  • Persons who will be serving as election judges outside their precinct or election officials employed by the County Clerk or a law enforcement agency
  • Persons physically incapacitated or hospitalized
  • Persons serving on jury duty on Election Day
  • Persons who are observing a religious holiday
  • Person in jail as pre-trial detainees not serving jail sentences
  • Member of the Uniformed Service or Merchant Marines
  • A U.S. Citizen living outside the U.S.

 

HOW TO REQUEST AN ABSENTEE BALLOT (Voting Absentee by Mail )
To obtain an Absentee Ballot you must first complete an application for an Absentee Ballot.  To request an application you contact the County Clerk’s office one of the following ways;

Upon receipt of your request, you will receive an application for an Absentee Ballot.  You are required to provide a reason for voting absentee on your application.  Return the completed application to the County Clerk’s office.  The Absentee Ballot will be mailed to you.

If you apply for an Absentee Ballot and later decide you want to vote at the polls, you must surrender your Absentee Ballot to the judges of election at your polling place.

The only election which requires a voter to declare their party affiliation is a Primary Election, when political parties nominate candidates for the General Election.

If you registered to vote on the mail-in registration form, under the National Voter Registration Act (NVRA), a valid I.D. must accompany the registration and/or be provided when you vote.

ABSENTEE VOTING IN PERSON
Any qualified voter may cast an Absentee Ballot in person at the Grundy County Clerk’s office, 111 E. Washington Street, Morris, not more than 40 days or less than one day prior to the election. You will be asked to fill out an application.  When absentee voting, you are required to provide a reason why you are voting absentee.  You will then be given an Absentee Ballot.

Absentee Voting (mail-in and in-person) for the Consolidated Election on April 7, 2009 is from February 26, 2009 thru April 6, 2009.  

UNIFORMED SERVICES MEMBERS/SPOUSES AND CITIZENS OUTSIDE THE U.S. ABSENTEE VOTING
For active-duty members of the Armed Forces, Merchant Marine, Public Health Service, NOAA, and their family members may request an absentee application by linking to the Federal Voting Assistance Program and follow the instructions. www.fvap.gov

For citizens living outside the United States for work, school or other reasons may request an absentee application by linking to the federal Voting Assistance Program and follow the instructions. www.fvap.gov

EARLY VOTING
Early Voting is available to any registered voter in Grundy County, due to House Bill 1968.  Early Voting begins 22 and ends 5 days prior to an election.  An early voter is not required to provide a reason, unlike absentee voting.  State law requires a registered voter to show valid photo identification before voting early such as a current driver’s license, a state-issued ID card or another government–issued ID with a photograph.

GRACE PERIOD VOTING
An Illinois law now provides “grace period” voting, for individuals who were unable to register to voter, make a name change or change their address prior to the close of registration before an election.  Grace Period individuals may register to vote either as a new voter, have a name change and/or change their address from the 27th through 14th day prior to an election (28 days).  “Grace Period” individuals must also vote at the same time that they register or change their address.  They may not vote at “The Polls on Election Day.”

TEMPORARILY ABSENT STUDENT PROGRAM
Students who temporarily live outside their precinct while attending school may enroll in this program.  Once enrolled, the Grundy County Clerk’s Office will automatically send an application for a period of two years. Upon receiving a completed application, the clerk’s office will send an Absentee Ballot to the school address. Each summer the school address is confirmed by a mailing to the student’s home registration address.  This program is renewable.  For more information call 815-941-3221.

REGISTERED VOTER ADMITTED TO HOSPITAL, NURSING HOME OR REHABILITATION CENTER (WITHIN 14 DAYS OF ELECTION)
A registered voter who has been admitted to a hospital, nursing home or rehabilitation center not more than 14 days before an election may request an absentee ballot be delivered in person to him/her in the hospital, nursing home or rehabilitation center. ( PA 95-0878)

An application must be requested from the County Clerk’s office by the voter, relative or a registered  voter of the same precinct. The application must be completed by the voter. The voter’s attending physician must complete the affidavit that accompanies the application. A relative or registered voter of the same precinct must deliver the absentee ballot to the hospital, nursing home or rehabilitation center.  After the voter has cast their ballot it must be returned immediately to the County Clerk’s office by the individual who delivered the ballot.

ADDRESS CHANGE
If you are currently a registered voter in Grundy County and have moved within Grundy County, you must change your voter registration by one of the following procedures:

  1. Complete the back side of your voter registration card and send it to the County Clerk’s office

Changes of address must be received in the Clerk’s office or post marked no later than 28 days before an election.
